It is 800 millimetres wide, 1,200 millimetres long, and built from eleven boards, nine blocks and 78 nails. On its own it explains nothing. What makes it worth explaining is what had to be agreed before that plain wooden object could move, unaccompanied, through thousands of warehouses it was never built for, and come back into use each time. The Euro pallet’s real achievement was never the wood. It was the system that formed around it.
Nine solid wood blocks, three rows of three, give it four-way entry: a forklift or pallet truck can pick it up from any side.
Eleven boards in total, each within a specified thickness tolerance, fixed by 78 nails driven in a repeating pattern that keeps the structure diagonally rigid under load. Almost nothing here is left to a manufacturer’s discretion.
Loaded, it carries up to 1,500 kilograms moving and, stacked flat in storage, 4–5.5 tonnes. Then it disappears into the system it was built for: forklifts sized to its entry points, racking built to its footprint, trucks loaded in multiples of it.
It looks like a piece of packaging.
It behaves like infrastructure.
Five names for one idea, and why the difference matters
Before going further, the terminology needs to be precise, because it is routinely flattened in commercial writing and the flattening hides something real.
A pallet is simply a flat transport structure that a forklift or pallet truck can lift. Nothing about the word specifies a size, a material or a standard.
A Euro pallet, also written EUR pallet, refers to the 800 × 1,200 mm four-way wooden pallet built to European specification. Historically this specification traces to the International Union of Railways, UIC, whose 435-series leaflets, in force since 1961, set out the dimensions, construction and repair rules. A pallet built to that geometry, in general conversation, gets called a Euro pallet whether or not it is licensed by anyone.
An EPAL Euro pallet is a narrower and more meaningful category: a Euro pallet manufactured or repaired by a company licensed by the European Pallet Association, EPAL, stamped accordingly, and therefore eligible for exchange within EPAL’s open pool. EPAL was founded in 1991, by France, Germany and Switzerland, to guarantee that quality standard and administer licensing in cooperation with UIC. The two organisations split in 2013: EPAL became sole administrator of the pallet quality standard, while UIC retained the EUR trademark for the railways’ own internal use. In practice this means a pallet can be dimensionally a Euro pallet, and stamped EUR, without being an EPAL Euro pallet eligible for EPAL’s exchange system, and the reverse does not happen: every EPAL pallet is a Euro pallet, but not every Euro pallet is an EPAL pallet.
EPAL 1 is EPAL’s own product name for this specific pallet within its wider range, which also includes the EPAL 2 (1,000 × 1,200 mm), EPAL 3 (1,000 × 1,200 mm, six-block) and the EPAL Box Pallet. When this article refers to the Euro pallet, it means the EPAL 1 unless stated otherwise, since it is this pallet that carries the exchange and repair system described below.
The European Pallet Pool is the historical name for the exchange arrangement UIC set up among railways in 1961; the EPAL open pallet pool is its modern successor, the largest open exchange pool of its kind, in which any participating operator can present a qualifying used pallet in place of one they are holding. This is distinct from closed or proprietary pooling systems, operated by commercial pallet-pool providers, in which pallets remain the property of the pool operator and are leased or tracked rather than exchanged one-for-one between users. The distinction returns later in this piece, because it is the difference between two genuinely different circular models, not a branding choice.
The standard
A fixed footprint, agreed once
800 by 1,200 millimetres did not have to be the answer. It became the answer because railways agreed it in 1961, and everything downstream was then free to build against a fixed number instead of guessing.
Four-way entry
The block construction, rather than the older two-way stringer design, lets a forklift or pallet truck enter from any of the four sides. That single choice removed a whole category of handling delay.
Racking follows the pallet
Warehouse racking, conveyor systems and automated storage are commonly specified around this footprint precisely because so much of the stock already arrives on it. The standard did not just describe the pallet. It gave everything around the pallet something fixed to design against.
The footprint fits the vehicle
A standard European trailer or swap body, roughly 2,480 mm wide internally, takes three Euro pallets across. That is not a coincidence built in later; it is the kind of dimensional fit that makes a standard worth having in the first place.
None of this required new technology. It required agreement, applied consistently, for long enough that the surrounding infrastructure had time to adapt to it rather than the other way round.
History
Sixty years of one agreement holding
A part-load problem on the railways
Growing demand for smaller, mixed consignments on European railways meant packages, boxes and kegs were being handled individually. Railways looked for a way to keep retail goods together as one loading unit instead.
UIC agrees a common pallet
The International Union of Railways signs an agreement on an internationally standardised, exchangeable pallet and establishes the European Pallet Pool among participating railways. UIC Leaflet 435-2 sets out the specification: an 800 × 1,200 mm four-way flat wooden pallet.
Management passes to industry
The railways transfer day-to-day management of the pallet pool from the railway pool itself toward the wider European Pallet Association structure that would eventually formalise as EPAL.
EPAL is founded
France, Germany and Switzerland establish the European Pallet Association, EPAL, to guarantee the UIC 435-series quality standard and administer licensing for production and repair, in cooperation with UIC.
EPAL and UIC separate
The cooperation ends. EPAL becomes sole administrator of the pallet quality standard; UIC keeps the EUR trademark for the railways’ own use. The exchange pool EPAL now administers continues to be the largest open pallet pool of its kind.
EPAL Euro Pallet QR launches
EPAL introduces a version of the pallet marked with a unique QR code and nine-digit serial number, linking each individual pallet to a digital pallet passport.
PPWR reuse targets apply
Under Regulation (EU) 2025/40, economic operators must ensure a minimum share of transport packaging, including pallets, is reusable within a reuse system, with stricter percentages for movement within the same operator’s sites and between operators in the same Member State.
Scale
What an open pool actually means
Scale on its own does not explain circularity. A large number of anything can still be single-use. What matters is what happens to one pallet after its first delivery, and this is where the EPAL system stops resembling ordinary packaging and starts resembling infrastructure.
The open pool
One pallet, many owners, one identity
A pallet leaving a manufacturer does not return to that manufacturer. It moves forward through the chain and, at each handover, an equivalent pallet moves back the other way. No single company needs to track this particular pallet home again, because any qualifying EPAL Euro pallet will do.
Return-to-origin systems
The same physical unit travels back to its owner. Reuse depends on that specific unit making the return trip, which limits how far it can range.
EPAL open pool
Any qualifying EPAL Euro pallet substitutes for any other. No unit needs to come home; the standard, not the object, is what is being trusted.
Interoperability is the load-bearing idea here, not sustainability rhetoric. An independent haulier, warehouse or retailer that has never dealt with a given manufacturer can still recognise, accept and hand back an EPAL Euro pallet, because the licence, the stamp and the specification are common property. Closed pooling systems, run by a single commercial operator, can offer tighter tracking of an individual asset, but that tracking comes at the cost of restricting who can accept the pallet in the first place. The open pool trades some control for reach, and reach is what let it get this large.
Repair
Maintaining an asset, not managing waste
A pallet with certain defects is no longer exchangeable under EPAL’s technical regulations. That does not mean it is scrapped. It means it is routed to inspection.
A recognised defect
EPAL’s technical regulations list specific faults that remove a pallet from exchange: a board splintered enough to expose more than one nail shank, a block twisted more than 10 mm, a board broken across or diagonally, decay or heavy splintering that no longer guarantees the safe working load, or contamination that could reach the payload.
Sorted by condition
Used pallets are sorted into EPAL’s quality classes: new, and Class A, B or C, plus an unsorted category for mixed one-to-one exchange. A pallet failing every class goes for repair rather than continued exchange.
Only licensed repairers
Repair is restricted to EPAL-licensed producers and repairers, who replace the damaged component, board or block, with one meeting EPAL’s specification. Reclaimed components can be used where they still meet that specification; the rule governs the part’s quality, not its age.
Marked and returned
A correctly repaired pallet carries the repairer’s stamp alongside the original EPAL marking and re-enters the exchange pool as a normal unit. Every EPAL wooden pallet, new or repaired, is also produced to the ISPM 15 international phytosanitary standard, heat-treated and marked HT, which is what allows it to cross borders without separate treatment on arrival.
Where reuse stops, and what comes after it
Every circular system eventually meets a pallet that cannot usefully continue as a pallet. What happens next is worth being precise about, because the intuitive answer, that turning old pallet wood into furniture is the environmentally preferable outcome, is not automatically correct. The sequence that actually applies is use, exchange, reuse, inspection and repair, then reuse again, repeated for as long as continued logistics use remains viable. Only once it genuinely is not does the pallet move to component recovery and, beyond that, repurposing or material recycling.
An interesting afterlife, not the main model
When a pallet stops being a pallet
Reclaimed pallet timber has a long-running second life in furniture, shelving, exhibition stands and garden structures. It is a genuine and visually striking form of material reuse. It is not the principal circular model for the Euro pallet, which is repair and continued logistics use described above.
A safety note worth stating plainly: pallets of unknown origin can carry chemical treatment, contamination from previous cargo or fasteners that make them unsuitable for furniture, seating or anything in contact with food or skin without proper sourcing and preparation. The HT stamp described in the repair section indicates heat treatment rather than chemical fumigation, which is the detail worth checking before reusing any pallet found rather than sourced.
The market underneath the pallet
EPAL’s own circulation and licensee figures describe the pool. They say less about the wider industry manufacturing and moving wooden pallets, EPAL-stamped or not, across the EU. Eurostat’s PRODCOM survey tracks this under a single combined heading, “pallets, box pallets and other load boards, of wood, and pallet collars of wood”, which does not separate EPAL-licensed production from the wider market, and trade statistics for the same goods are recorded under CN 44152020. The figures below on production and trade should be read as describing that broader wooden pallet market, not the EPAL pool specifically.

Who makes Europe’s pallets

There is more than sustainability language behind why this matters. A EUR pallet is also, unavoidably, a wood-products business: eleven boards and nine blocks per unit, multiplied across a market moving tens of millions of units, adds up to a continuous draw on European sawmill capacity.
Road freight
Palletised goods, most of the way across Europe
Eurostat’s 2024 road freight statistics classify cargo by type, and in most EU Member States that report by category, palletised goods, not bulk goods, not containers, are the largest single category.

Digital identity
From anonymous object to identifiable asset
Every EPAL Euro pallet has always carried a physical stamp: producer, licence number, ISPM 15 mark. What is new is giving an individual pallet, rather than a batch or a producer, its own retrievable record.
Launched in January 2024, the EPAL Euro Pallet QR carries a unique serial number and a scannable code linking to a digital pallet passport, with roughly 4 million marked pallets in circulation by late 2025. EPAL has positioned the system to align with anticipated digital product passport requirements. Capabilities such as full repair-history logging and rotation counts per individual pallet are part of the direction EPAL has stated for the system; this article treats them as developing rather than universally live today, since the verifiable evidence available covers the QR identity and passport link with more certainty than it covers real-time logistics tracking at scale.
The pallet described at the start of this article, eleven boards, nine blocks, 78 nails, can now carry a scannable identity from the day it is made. What it does with that identity, over years of exchange and repair, is the part still being built.
This is the same pallet from the opening: eleven boards, nine blocks, 78 nails. It has since been loaded and unloaded more times than any single company recorded, exchanged at docks between businesses that had never met, pulled aside once for a split board, repaired to the same specification it was built to, and put back into a pool that does not care which company owns it this week.
An effective circular system does not have to look futuristic. Sometimes the difficult work happened decades earlier: agree a standard, make the asset interchangeable, build the repair network to keep it eligible, and keep it moving.
The pallet was never the achievement. The system around it was.
